SOME ASPECTS OF DEVELOPMENT OF TRANSIT POTENTIAL OF TRACECA COUNTRIES

In the modern dynamically developing world, globalization, being one of unbiased and fair trend for development of human civilization, opens additional opportunities and advantages for economic development of separate countries. Economic globalization and the ongoing processes of development of external economic links and headlong growth of international trade will request a new approach for development of transport.  Development of international trade leads also to growth of transport load. The growth of external economy requires in-depth review of standard transport system approaches. Much attention is focused upon analyses and forecasts of political development of countries and regions having high transit potential.
Predictive estimates of development of world economy indicate that the key financial and goods flows at the beginning in this century will be focused on the triangle  the USA – Europe – Asia. Taking a favorable transport and geographic position and having outlet to the sea, as well as having the space, air and sea navigation, TRACECA countries have unique potentialities of participation in international Eurasian transit.
Transit means export of transport services. First of all, it means services of national ferrymen, forwarding agents, information and communication structures. Transit allows efficiently use reserves of transport opportunities of national transport systems, stimulate their reproduction and enhancement.  
Transport transit purely blends with geopolitical purposes of every country which poses clear-cut strategic goals of positioning in the world. Flows of goods and services, stock and people, global systems of communications and information formed a fabric of global economy.
A whole number of countries, especially, European, such as Poland, Germany, Holland, Baltic states, holding rather small territories and using favorable geographic dislocation, have turned transit into essential income items of their budgets.
Geopolitical location of TRACECA countries, realization of transport potential by the countries both in implementation of transport process and its infrastructural maintenance confirm real perspectives of transit development. Efficiency of translation of transport potential into TRACECA countries can be defined by intensity and balance of processes related to effecting economic reforms. Fair necessity of further carrying out of economic reforms raises many common problems in transport system for TRACECA countries. To solve the said problems it is necessary to urgently develop scientific aspects of further development of transport systems of TRACECA countries.
Scientific aspects should reflect coordinated opinion of TRACECA countries regarding perspectives of development of transport system, the most topical directions of cooperation in formation of common transport space, approaches to formation of a civilized market of transport services. To develop science-based coordinated actions in transport, it is necessary to conduct analyses according to the following basic directions:
•    Analysis of problems and role of transport in development of economic cooperation of TRACECA countries;
•    Formation and development of the existing transport space of TRACECA countries, taking into account international branch standards;
•    Study of conditions for cost-efficient use of network of international transport corridors on the territories of TRACECA countries;
•    Study of transport – forwarding activity and logistics, as well as interaction of various types of vehicles  on TRACECA transit;
•    Development and taking of series of actions oriented  on building a common system of technological  customs information and logistic, insurance service security of transportation of  goods on sections of international transport corridors on the territories of TRACECA countries;
•    Study and perfection of a system of international legislative and normative-legal security for the purpose of development of activity of transport system of TRACECA countries;
•    Study of competitive environment on the common market of transport services and key directions of integration of transport systems of TRACECA countries with European and international transport systems based on their national interests;
•    Monitoring for study of opportunities of development of national staff potential prepared for settlement of the current transport problems, as well as coordinated use and development of scientific potential in transport system;
•    Finding of forms for coordinated use of new, efficient technologies  ensuring increase of transportation security, as well as environmental, information and economic security in transport system of TRACECA countries;
•    Increase of efficiency of use of transport infrastructure and development of mechanisms for perfection of activity of transport system;
•     Studies in efficient development of economy of TRACECA countries on account of improvement of use and development of transport potential.
To follow the aforesaid directions it is necessary to coordinate joint efforts of TRACECA countries. Settlement of the problems according to the said directions should be based upon development and expansion of a sphere of practical use of logistic approaches and cutting edge information technologies. Thus, the most important stage is development of international transport and economic links and active joint use of scientific potential of TRACECA countries.
Realization of the directions listed above will promote development of network of transport communications, expansion of inter-governmental transport and economic links of TRACECA countries, activation of transit transportation on their territories, creation of conditions for engaging infrastructure of international value of Eurasian and international transport system operating within the framework of TRACECA.  Settlement of the said directions is the compulsory requirement for maintenance and raising of competitive capacity of national transport systems on the world market.
Much work oriented on development and technical re-equipment using new technologies and progress of technology of the entire transport system of the country has been recently implementing in Azerbaijan and Georgia to follow the directions set forth above. In particular, it should be mentioned that construction of new highways and road structures under basic transport directions, construction and reconstruction of airports, sea port, creation of modern information and communication networks of transport, participation of Azerbaijan and Georgia in construction of Baku-Tbilisi-Akhalkalaki-Kars railway, etc. It should be also mentioned that the Ministry of Transport of Republic is conducting monitoring for formation and construction of logistics center in Alyata and intellectual system of management of municipal transport of Baku using navigation. Further development and expansion of such systems within TRACECA countries will ensure formation of a common system of information security of transport services and will be able to promote optimal and operative management of transport system of TRACECA and acceleration of integration with Eurasian and international transport systems.
As per education, the top-priority task of TRACECA countries is training of highly skilled and competent staff regarding development of stable transport infrastructure and modern transport service. Thus, it is necessary to improve quality of educational training in institutions of higher education in sphere of transport in TRACECA countries. Development of quality of educational training in transport at the present stage requires new methods and techniques, mechanisms for carrying out transport processes, methods for assessment of investment in the transport sector, development of teaching methods and curriculums.
It is advisable to provide monitoring for creation of regional training centers in TRACECA countries for capacity building of employees in transport. Establishment of regional training centers will facilitate regional interaction and cooperation in educational training in transport sector. Such centers can promote strengthening of links in transport circles and reduction of expenses for exchange and spread of the latest transport-related knowledge. Besides, such centers will allow carrying out of modern training courses, as well as organization of distance (electronic) training.
Implementation of the aforesaid aspects and tasks oriented on training of the present-day staff will ensure more efficient settlement of transport problems, acceleration of integration of transport system and development of transit potential in TRACECA countries.
